Who Serves the Handicapped Preschool Child? A Report of the Minnesota State Council for the Handicapped's Task Force on Early Intervention.

The Task Force on Early Intervention was designed to describe services for preschool handicapped children in Minnesota. The Task Force had three major objectives: to discover basic information about the preschool handicapped population in Minnesota; to discover whether poor and minority children have equal access to preschool handicapped programs; and to look at guidelines and regulations relating to preschool handicapped programs. Data from survey forms received from 412 program directors fell under four major groupings--(1) method of providing services, geographic area, age of program, number of children, ages of children, and types of disabilities; (2) the number of poor and minority children served and the directors' perceptions of such service; (3) types of funding for programs, methods used to locate and identify children; and (4) the number of personnel and types of staff certification. Among findings were that the 2,833 handicapped children who have been identified as being served are in many programs, which are funded through various sources and administered by at least six state agencies; that poor and minority children are being served at what appears to be a reasonable rate; and that there are no comprehensive regulations for preschool handicapped children at the state level.
