During fiscal year 1976, the Northern Cheyenne Tribe became the first Montana tribe to contract Johnson-O'Malley (JOM) funds under the 1965 Indian Self Determination and Educational Assistance Act, which amended the JOM Act and provided for tribal groups to contract directly with the Bureau of Indian Affairs to administer their own JOM funds. The Blackfeet, Rocky Boy, and Confederated Salish and Kootenai Tribes also expressed interest in a tribal contract for JOM funds. Funds were distributed to eligible school districts on a "need" basis. In extreme cases where the JOM allocation to a district was very low compared to a large eligible student population, the funding was increased so that the district was closer to a per capita allocation. JOM projects included transportation, home-school coordinators, tutors, cultural enrichment programs, summer programs, special teachers, inservice training, teacher aides, and counseling services. Other projects included the annual All-Indian Speech Tournament for high school students, the Montana Indian Youth Practicum, a summer youth activity program on the Crow Indian Reservation, and a field trip to Washington, D.C. for Flathead Indian students. This report presents the school reports of JOM funded projects, the JOM annual financial report, the administrative budget, a summary of allocations, a summary enrollment and financial report, and JOM enrollment data. Tabular data pertain to JOM allocations and numbers of eligible Indian students for fiscal years 1948-76, and JOM allocations by reservations. (NQ)
