The Evaluation of Existing Federal Interagency Day Care Requirements: Day Care for the School-Age Child.

As part of an evaluation of the existing Federal Interagency Day Care Requirements (FIDCR), this paper reviews the current regulations and presents recommendations for modifications in the requirements as they relate to group or family day care services for school age children from 5 to 14 years of age. The paper is divided into five major sections. Section I reviews the scope of the paper. Section II presents a discussion of the appropriateness of FIDCR for programs for school age children. Section III describes the characteristics, developmental needs, and problems of children from 5 to 14. Section IV presents recommendations for services and standards for programs serving these children. Included in this section are recommendations for facilities; staffing; educational, health, social, and nutritional services; parent involvement; and the legal liability of day care providers. Section V presents recommendations for the types of technical assistance which the federal government could provide to state and local agencies. A list of references and eleven appendices are also included in the paper. The appendices include lists of contributors; the forms, letters, and questionnaires used in the evaluation; a description of the ERIC computer search program used to identify references; and four invited position papers on television viewing, obesity, nutritional programs, and health problems of school-age children.
