Analysis of 1977 Children's Code.

The purpose of this report, prepared by the Division of Social Services, is to provide assistance in understanding the changes in Alaskan statutes (effective August 26, 1977) which relate to children. The report has been organized so that the new statutes can be contrasted with the corresponding sections of the old statutes which have been repealed and re-enacted. The new statutes include additions and deletions in the previous statutes for purposes of comparison. Significant changes in the new statutes are also outlined. The statutes address the following issues: custody of children, parental rights, age of majority, violation of statutes or regulations by minors, minor's right to counsel, custody of delinquents, dependent minors (children in need of aid), appointment of guardian for dependent minors, best interests of the child in making dispositions, review hearing information, and the court's responsibility under the Alaska Rules of Children's Procedure. Additional statutory amendments affecting children are also included. (CM)
