The primary emphasis of this handbook is upon occupational program evaluation, particularly as it relates to modification and termination. It is the result of a series of nine workshops whose purpose was to review and improve Guidelines for Occupational Program Planning (ED 143 404) written in 1977. A basic flow chart is presented with specific guidelines and procedures for each step in the process as follows: (1) operate program--initiate evaluation plan; (2) analyze internal and external factors to determine whether or not the program is meeting original goals and/or objectives, including such internal and external factors as communications, budgets, governance, and priorities, such internal factors as appropriateness of goals and objectives, enrollment, recruitment, and inputs from students, faculty, adminstration and trustees, and such external factors as input from employers, labor, parents, and other training institutions, and changes in technological, sociological and economic factors; (3) identify options for modification and analyze consequences of each option; (4) recommend program modifications; (5) obtain approvals for changes; and (6) initiate program changes. The appendix includes a chapter on evaluation methodology, showing how program planning and implementation are related to evaluation and describing various models for program evaluation; an outline of a workshop presentation, an overview of advisory committee functions, and a bibliography.
