This is the report of a working party appointed by the Secretary of State for Education and Science giving their recommendations for the establishment of a teaching council for England and Wales which would provide a measure of professional self-government and a register of qualified teachers. After a brief introduction reviewing the background of the project, the report discusses the relationship between a teaching council and an advisory body on the supply and training of teachers, with a section setting out recommendations on teacher training. The functions of a Teaching Council are detailed; the control of entry standards is explained giving information on courses of training, qualification and registration, and probation; and the register and the process of registration are provided. Also included are sections on professional discipline, with subsections on existing disciplinary procedures, the proposed structure, medical fitness and professional discipline, dual jurisdiction, and teachers excluded from teaching before the establishment of the Council; the constitution of a Teaching Council and provision for a review of its constitution and functions; and finance. Two appendixes include the memorandum on which the working party operated and details of the estimates and calculations on which the financial recommendations were based. (MBM)
