The Power of Competency-Based Teacher Education. Final Report.
Rosner, Benjamin; And Others
The Committee on National Program Priorities in Teacher Education (CNPPTE) was established to make recommendations for program development to the U.S. Office of Education Personnel Development and Task Force '72. The recommendations focus on developing the necessary conditions for competency-based teacher education and certification, as well as developing incentives for in-service teacher training. Major recommendations for a 5-year program plan include specific activities to define and make explicit the competencies of educational personnel within the career line of paraprofessional, provisional and permanently certified teacher, and master-level teacher or teacher trainer. Activities intended to assist in the development and improvement of training programs included: 1) development of instructional materials; 2) construction of instruments to assess competencies in the classroom (and facilitate both training and certification); 3) provision of facilities to practice skills with minimal delay in the evaluation of performance; and 4) extension of careers for teachers through competency-based certification for teacher trainers and master level teachers. Appendixes include levels of criteria, description of the programs, and titles of committee papers. (Related documents are SP 005 319, through SP 005 325.) (Author/MJM)
