Industry Related Day Care: The KLH Child Development Center. Part I.

The first of two reports describing and evaluating the creation and operation of the KLH Child Development Center, Inc., an industry-related child care center located in Cambridge, Massachusetts, is presented. The purpose of the report is to present the research design for the evaluation of the project and to discuss the expectations of the parties involved, their progress to date in establishing the Center, and the critical decisions made by these groups. The point is made that child care arrangements made by many working mothers among the disadvantaged minority groups are often inadequate. The environment for the proper development of the children of the disadvantaged is often of poor quality and even harmful. In recognition of the need to improve this situation, a Federal Panel on Early Childhood was established. A brief history of industry-related child care centers and the characteristics of this type of care are given. (Author/CK)
