Survey of New York State Programs for the Education of Handicapped Children.

The objective of the survey was to identify and describe all significant public programs providing educational services for handicapped children in New York State. Data were gathered on the purposes of each state program under which handicapped children receive services, characteristics of children served, distribution of services throughout the state, and program costs. Programs of seven state agencies providing services to handicapped children from birth to 21 years were analyzed: the Department of Education, Department of Mental Hygiene, Department of Health, Department of Social Services, Department of Correctional Services, Division for Youth, and the State University. Problems uncovered by the survey include inconsistent and contradictory state legislation, lack of program evaluation, and weak overall program leadership and coordination. (KW)
