This document is the second of a three-volume series of panel reports compiled by the Commission on Marine Science, Engineering and Resources. Contained in this volume are part V, Report of the Panel on Industry and Private Investment, and part VI, Report of the Panel on Marine Engineering and Technology. Major recommendations presented in part V relate to consolidation of federal functions, multipurpose technology, and attracting entrepreneurial investment. The four chapters following the recommendations in part V review the present status of industrial activities and investments, policies to accelerate industrial development of marine resources, and the various ocean industries. Part VI assesses the present national effort in marine engineering and technology and includes broad guidance for the economic and rational development of the U.
