Volume 2, "Development Programs and Plans" and "The Resource Base," is part of a 2-volume compendium of study papers intended to serve as a resource document for members of the Joint Economic Committee, other members of Congress, and those who are concerned with formulating and executing effective policies of economic development for American Indian and Alaskan native communities. "The study addresses itself to the serious problems of poverty and economic insecurity found in native American communities and to the apparent inability of the Federal Government to provide effective assistance in improving the economic situations of American Indians and Alaskan native groups. The compendium contains papers by invited individual experts, statements by Federal agencies, and statements by native organizations." This document contains Parts II and III of the study. Part II, which contains statements by Federal agencies and by native organizations, provides program descriptions as well as various views of currently unmet needs and future directions.
