Blueprint for the Seventies: The 1971 Mental Retardation Blueprint for Action for Cuyahoga County, Ohio.

The document briefly explains mental retardation, describes existing community programs for the retarded and their families in Ohio's Cuyahoga County with special attention to changes since 1965, and recommends ways of providing county community services as yet unmet. The following service delivery systems are discussed: clinical services, including prevention, physiological and psychological measures; educational services, covering the dual school system, accomplishments as evidenced by growing enrollments, programing for individual students, employment preparation, explanation of obstacles affecting program growth, and children with learning disabilities; recreational services and their value to the retarded; vocational rehabilitation services, which mentions the Bureau of Vocational Rehabilitation, Ohio Bureau of Employment Services, County Board of Mental Retardation, Mobile Analysis Rehabilitation Team, Marymount Rehabilitation Services, youth enrichment services, Camp Courage, and a development center for the handicapped; and residential care services. Implementation of the programs is discussed, with consideration of coordination and planning, fact gathering, program evaluation, research, finances, personnel, and facilities. (CB)
