Little is known about the extent of private skill training, with regard to the number and characteristics of trainees, the programs, or their costs. Yet Federal policies need to be based on full knowledge of existing private efforts. This survey was conducted to determine the feasibility of conducting a national mail survey of employers and to develop the necessary instruments for the survey. In addition to findings and recommendations regarding feasibility, the report provides some substantive information on company training programs. Sample questionnaires are appended. (BH)
