A 13-member Presidential Task Force on Women's Rights and Responsibilities recommended that: (1) The President call a White House Conference and establish an Office of Women's Rights and Responsibilities, (2) The President send a message to Congress citing widespread discrimination against women, proposing legislation to remedy these inequalities, asserting Federal leadership, recommending prompt state action as a corollary, and calling upon the private sector to follow suit, (3) The President appoint more women to positions of top responsibility in all branches of the Federal government to achieve a more equitable ratio of men and women, and (4) The executive branch of the Federal government be as seriously concerned with sex discrimination as with race discrimination and with women in poverty as with men in poverty.
