Educational goals and objectives for the public education system of Alaska are presented in this Title III (Elementary and Secondary Education Act) report. The goals are (1) to provide an environment wherein each person, regardless of any conditions affecting him, is afforded the opportunity to reach his maximum potential as an individual and as a member of society; (2) to develop within each person the competencies, skills, and values necessary for him to function as a contributing member of society; and (3) to provide the best possible administrative structure, service, and leadership to all entities concerned with implementing the philosophy of education of the Alaska State Board of Education. For each goal, specific objectives are presented which are supported by a statement of need for the objectives and a summary of present and planned actions to meet the objectives. A summary of activities of the state department of education regarding educational planning and research is included. (JH)
