Technology Transfer To Developing Countries: The International Technological Gatekeeper.

A questionnaire was developed and administered to the research personnel of "An Foras Taluntais," the Irish agricultural research and development organization, to study the operation of communications channels for the international transfer of technological information. The techniques employed are similar to those used in previous studies of the purely domestic flow of technological information into American research and development laboratories. The international transfer of technology, like domestic transfer, takes place in a two-step process operation through intermediary agents called technological gatekeepers. For greatest effectiveness such technological gatekeepers must be well integrated into two information networks -- an external network of information sources and an internal network of users to whom the information can be delivered. Possible strategies for gatekeeper development are discussed. (Author)
