A Proposed Scheme for Federal Support for Education.

This paper reports a preliminary study on the development of a linear-programing- type model to stimulate a constrained Federal program of educational support to the States. This model determines the distribution of fixed amount funds according to some measure of effectiveness. Federal involvement so far has been in the form of Federal aid that is temporary, specific, and often used for remedial purposes or appropriated for emergency situations. A Federal support program, on the other hand, underwrites a Federal Government share in State and local financing. It is directed to general school operation, attacks fundamental problems of broad financial needs, and involves longrange commitment on the part of the Federal Government. The model proposed herein could be helpful in making this transition from Federal aid to Federal support. (Author/JF)
