In this third technical paper, the design for a training program for educational developers and evaluators is explicated. Mentioned are 1) the procedures by which the design was generated and 2) the salient characteristics of the several agencies which make up the consortium. The topics considered in this paper include 1) a general description of the highlights of the proposed training; 2) the basic assumptions underlying the training program; 3) the objectives of the training program; 4) the elements of the three-level training program (Ph.D. program, MA program, and intensive training institutes); 5) the staff who will be associated with the program; 6) the recruitment and selection of trainees; 7) the materials development proposed; 8) the evaluation plan for the training program; and 9) the administrative, monitoring, and cost accounting elements of the training system.
