This document reports the commission's indepth study of the State's financial and administrative relationships with education at all levels. The report consolidates the viewpoints and recommendations of 600 Wisconsin citizens. Their perspectives and proposals recommend an educational system to provide necessary educational opportunities and programs from early childhood through adult life, and to assure Wisconsin citizens the highest possible value from their investment in education. The commission made a comprehensive evaluation of the State educational system and recommended appropriate actions to promote utilization of technology, improve educational results, and increase efficiency. The report is organized into five major sections: (1) underlying assumptions, (2) designing the educational system, (3) financing education, (4) special education, and (5) education management.
