This annual report surveys activities of the Arms Control and Disarmament Agency (ACDA) and summarizes disarmament developments for the calendar year 1968. An act of Congress states that ACDA must have such a position within the Government that it can provide the President, the Secretary of State, other officials of the executive branch, and the Congress with recommendations concerning United States arms control and disarmament policy, and can assess the effect of these recommendations upon our foreign policies, our national security policies, and our economy. Major subjects of the report are: 1) Strategic Arms Limitations Talks (SALT); 2) Nuclear Arms Control Proposals; 3) Chemical and Biological Weapons Control; 4) Arms Control Measure for the Seabed; 5) Nonproliferation of Nuclear Weapons; 6) Conventional Arms and Military Expenditures; 7) Mutual and Balanced Force Reductions in Central Europe; 8) General Advisory Committee; and, 9) Agency Operations. ACDA policy, research activities, interagency relationship, status of the Social Science Advisory Board, and public information services are discussed. It is noted that a questionnaire was sent to institutions of higher learning as a result of increasing academic interest in courses related to arms control and disarmament. Appendices to the report include texts of Presidential messages, policy addresses, treaty drafts, Geneva Protocol of 1925, as well as lists of ACDA Depository libraries, members of the Social Science Advisory Board, and officials of the Agency.
