This is a collection of estimates, by county, of the unutilized labor due to underemployment in 1960. This technique of determining unemployment uses the national median income adjusted for each country's age-color mix, education status, and an employment factor, to provide a county standard against which the actual county median income can be measured. Underemployment exists when even after adjustment for different labor characteristics, the county income is lower than national median income. Because low income and underemployment do not necessarily coincide, public policies to cure either one require knowledge of both. (BH)
