Latin American USOMs Seminar on Agrarian Reform.

This report of seminar proceedings discusses land reform policies and programs and their place in the economic development of Latin America. It analyzes experiences and current situations in Latin America, the United States, and elsewhere which shed light on the problems and possibilities of agrarian reform. An appraisal of existing physical, human, and institutional resources for carrying out new programs is developed along with a determination of the nature and extent of external assistance required from various agencies. Major sections include: (1) guidelines for USOM's activities on agrarian reform, (2) panel discussion reports on land settlement and recombination, (3) basic issues in agrarian reform, and (4) country background reports on land use and tenure problems.
