Qualitative Aspects of Educational Planning.

This report, a compilation of 12 symposium papers presented by participants from diverse professional and cultural backgrounds, examines the qualitative aspects of educational planning with particular reference to developing countries. Following an overview paper that expresses the need for a change in educational planning strategy, the various aspects of the concept of quality in education are considered. The majority of papers discuss problems faced by developing countries in raising the quality level of some areas of their educational systems -- e.g., secondary education in India and higher technical education in the USSR. Two concluding papers discuss methods of measuring or assessing quality in education. An edited discussion bearing on each paper topic is provided. A related document is ED 044 767. (MLF)
