The Rights of Spring: A Forum Answers an Old Question of Power.

This issue of Lehigh University News is completely devoted to the events that lead to the formation of the new all-University forum. In the week of April 7-15, 1970, a coalition of frustrated militant and moderate students occupied the University Center, called a strike, demanded seats on the board of trustees and a 50-50 split of the power in an all-University legislative and review body, and caused classes to be suspended. Within that week, the faculty and administration approved the constitution of the new all-University forum, and the board of trustees ratified it on May 2. The forum, which allows the election of two students and two faculty members who can attend all meetings of the board of trustees, has: (1) authority to set policy with respect to extra curricular activities, academic environment, and academic program and planning, involving special educational opportunities; (2) power of review over long-range planning, the overall budget, community relations, and all administrative appointments at the rank of dean and above; and (3) power to make policy recommendations regarding curriculum, research policy, and academic discipline.
