Prepared under authority of the Economic Opportunity Act, this paper gives guidelines on developing jobs and new careers for the disadvantaged within Federal, state, and local government merit systems. Typical personnel structures are described, followed by elements of merit evaluation and selection, staffing and classification, characteristics of merit systems, steps in initiating action and securing approval, and basic approaches to creating New Careers job descriptions and structures within merit system agencies.
