Described are the proceedings of the National Citizens Conference on Rehabilitation including brief opening remarks and the text of the keynote address by Whitney M. Young. Also presented were group discussions and reports by special interest groups on a wide variety of topics, a closing speech by Martin Agronsky, and a conference summary by W. Scott Allan.
