Staff-Training in the Illinois Youth Commission. Final Report. Volume III.
Kiefer, George W.
The last of three volumes on inservice education for correctional personnel in Illinois, this report deals with the extent, content, and importance of inservice staff training within the Illinois Youth Commission (IYC), an agency providing rehabilitative and custodial services for juvenile delinquents. Functions and components of the three IYC divisions (Community Services, Administrative Services, Correctional Services) are outlined. Next, the relevance of IYC organizational structure and processes to staff training is discussed, and training objectives are set forth. Another section concentrates on staff training needs and activities in the Reception and Diagnostic Center, the Forestry Camp Division, and the Industrial School for Boys. A number of recommendations are presented, including those calling for a coordinator of staff training and program development, a full-time staff instructor for each IYC component, advanced counselor training for nonprofessionals, a corrections career development program, and creation of a manual of policy and operations.
