Speeches given at this conference cover the following areas: trends in implementation and funding status of Title I and Title II programs of the Elementary and Secondary Education Act; problems of designing programs for the urban disadvantaged (recruitment, curriculum development, staff selection, and supportive counseling); the cultures of rural disadvantaged American Indians, Negroes, Spanish Americans, Appalachians, and the Amish; and, manpower and financial needs of media programs.
