This is a report of the progress of Human Resources Research Office (HumRRO) activities associated with Project 100,000, the training of marginal personnel. Preliminary findings are described, including certain background information concerning Project personnel. Training factors, learning ability, literacy requirements, and on-the-job performance, are covered. Three general conclusions are: (1) The training system should be modified to better cope with individual differences, (2) The first-priority modification should be developing procedures to better train the low-ability man, (3) There exists a significant disparity between readability of publications and capability of many job incumbents to use them.
