This handbook is designed as a guide for persons engaged in planning, improving or managing programs and operations of schools and institutes of administration which offer academic degree and nondegree programs, research, and advisory services. It focuses on public, development, municipal and business administration. Although the handbook is intended primarily for schools and institutes in underdeveloped countries, it contains much that is applicable to educational endeavors in industrialized nations. Specific guidance is offered for centers that: (1) serve some or all levels of government and public and private enterprise; (2) have wide substantive scope including important policy and administrative elements; (3) emphasize economic and social development; and (4) are interdisciplinary in nature. The proposed audience for this handbook prepared in collaboration with the institutional members of the International Institute of Administrative Sciences includes: staffs and governing officials of such centers, government personnel responsible for manpower and education planning, technical organizations and advisors assisting such centers, and academic administrators and instructors concerned with the role of universities in meeting public service and national development needs.
