Evaluated is the third year of an Elementary Basic Skills Program in Baltimore, Maryland, public schools, a project funded by the Elementary and Secondary Education Act, Title I. The aims of this compensatory and enrichment effort are discussed and the components of the project are described. Findings are presented separately for the 1967-68 school year and for the six-week 1968 summer session. The independent agency conducting the evaluation feels that the program can be given an overall positive rating. However, the document presents such negative findings as the insufficiency of resources to meet the educational problems of disadvantaged children, lack of definition of pupil needs and operational objectives, and the absence of sufficient allocations for program planning and development.
