The Ad Hoc Committee on Private and Independent Higher Education was charged with determining how the state of Oregon could help preserve the strength and vitality of its independent institutions of higher education while maintaining their independence. After reviewing the general condition of these institutions and concluding that their survival was in the public interest, the Committee discussed alternative approaches to funding them. Specific methods and levels of funding were recommended. The Appendices contain: draft legislation providing for financial payments to private institutions of higher education; draft legislation providing for financial aid to Oregon residents; a statement of income and expenditures for 12 independent colleges and universities in Oregon for the fiscal years 1964-65 through 1968-69; a paper on the financing of independent colleges; and a summary of the state attorney general's opinion on state aid to private education.
