To attract and retain an adequate supply of competent teachers, professional salaries and fringe benefits must be increased to a level competitive with other professions and occupations requiring comparable preparation and experience. The NEA has recommended that salary schedules negotiated between school districts and teachers should be based upon preparation, teaching experience, and professional growth. Salary incentives for entering and staying in the teaching profession should be supplemented by increased fringe benefits. The achievement of an equitable and reasonable basis for staff compensation will require maximum cooperation among boards of education, administrators, and teachers, and a significant financial investment.
