Topics of the papers include (1) trends and issues in school finance; (2) modernization of State finance programs; (3) strengthening State-local relationships in urban education; (4) financial problems of parochial schools; (5) financial issues of improving racial balance in schools; (6) salaries, school budgets, and negotiation; and (7) the use of PPBS, the systems approach, and simulation.
