This yearbook is a call for radical change in educational evaluation. Part 1 defines evaluation, discusses its contributions to education, and assesses present practices. Part 2 examines the potential role of evaluation in improving learning and in maximizing teacher effectiveness. Part 3 shows that it is possible and desirable to discard the old patterns of testing, measuring, and record keeping, and reviews successful pilot attempts to use a new system. Part 4 emphasizes that not all the problems of a new system are recognized or solved, but points to the future potential of the groundbreaking ideas presented. (TT)
