PROPOSED IS THE CREATION OF THREE NEW, INTERDEPENDENT MECHANISMS OF CITY GOVERNMENT--ELECTED DISTRICT COUNCILS, A DIVISION OF SOCIAL PLANNING, AND A BUREAU OF SOCIAL ACCOUNTABILITY. BECAUSE THE FUNCTION OF EACH UNIT IS CLOSELY INTERRELATED THEY SHOULD OPERATE IN CLOSE COLLABORATION. THIS REORGANIZED ADMINISTRATIVE STRUCTURE WOULD BE ABLE TO DEAL EFFECTIVELY WITH THE ISSUES OF DECENTRALIZATION OF SERVICES, MEANINGFUL CITIZEN PARTICIPATION, SOCIAL PLANNING FOR HUMAN SERVICES, ACCOUNTABILITY FOR PUBLIC SERVICES, AND MECHANISMS FOR THE REDRESS OF CITIZEN GRIEVANCES.
