COMMUNITY SERVICES OF THE COMMUNITY COLLEGES IN THE STATE OF PENNSYLVANIA.

THIS STUDY (1) IDENTIFIES MAJOR COLLEGE COMMUNITY SERVICES, (2) DEFINES THE AREA SERVED BY A COMMUNITY COLLEGE, AND (3) MAKES RECOMMENDATIONS FOR INITIATING AND OPERATING THESE SERVICES IN PENNSYLVANIA COLLEGES. DATA FROM INTERVIEWS WERE USED TO DESIGN A QUESTIONNAIRE SENT TO 90 PUBLIC 2-YEAR COLLEGES ACROSS THE NATION. TABLES DISPLAY THE REPLIES, FROM WHICH ARE DRAWN THE FOLLOWING CONCLUSIONS--(1) COMMUNITY SERVICES ARE NON-CREDIT ACTIVITIES FOR DEVELOPING HUMAN RESOURCES AND IMPROVING SOCIAL AND ECONOMIC CONDITIONS, (2) CONTINUING (ADULT) EDUCATION SHOULD SUPPLEMENT, NOT INTERFERE WITH, THAT GIVEN BY OTHER AGENCIES, (3) PROGRAMS INCLUDE ADULT EDUCATION, SEMINARS, WORKSHOPS, AND CULTURAL ACTIVITIES, (4) PROGRAMS SHOULD START WITH THE COLLEGE'S FOUNDING AND BE RUN BY A PROFESSIONAL EDUCATOR, (5) THE SERVICES SHOULD BE CHOSEN BY CONSENSUS OF THE COMMUNITY, COLLEGE ADMINISTRATION, STAFF, STUDENTS, AND PUBLIC, (6) AD HOC ADVISORY COMMITTEES ARE BETTER THAN STANDING COMMITTEES, (7) PROGRAMS ARE SELF-SUPPORTING EXCEPT FOR SALARIES OF THE DIRECTOR AND CLERICAL AIDES, (8) POLICY IS DETERMINED BY THE COLLEGE PRESIDENT, BUDGET LIMITS, AND REGIONAL TRADITIONS, (9) THE PROGRAMS SERVE A LIMITED GEOGRAPHICAL AREA, AND (10) PENNSYLVANIA COLLEGES HAVE NOT BEEN PROVIDING ENOUGH COMMUNITY SERVICE.
