THE DIFFERENCE BETWEEN A CAMPUS THAT IS INACCESSIBLE TO STUDENTS IN WHEELCHAIRS, CRUTCHES, OR SOME OTHER WALKING DEVICE, AND ONE THAT CAN ACCOMMODATE THEM EASILY IS SLIGHT. IT NEED NOT COST A GREAT DEAL OF MONEY TO CONVERT A CAMPUS. HOWEVER, PLANNERS MUST BECOME MORE ALERT TO THE HANDICAPPED PERSON'S CHIEF PROBLEMS--MOVEMENT AND MANEUVERABILITY.
