TO ASCERTAIN RELATIONSHIPS OF SELECTED FACTORS INHIBITING THE DEVELOPMENT OF ADULT EDUCATION TO COMMUNITY SIZE, ENROLLMENT, EXPERIENCE OF THE DIRECTOR, AND FULL- OR PART-TIME DIRECTORSHIP, 200 RESPONSES TO QUESTIONNAIRES MAILED TO ALL ADULT EDUCATION DIRECTORS IN MICHIGAN WERE ANALYZED. DATA WERE ORGANIZED ACCORDING TO THREE PROBLEM AREAS--(1) OPERATION OF THE PROGRAM, (2) FINANCE AND FACILITIES, AND (3) COMMUNITY RELATIONSHIPS. EIGHT MAJOR PROBLEMS CONSIDERED IMPORTANT BY OVER HALF OF THE SURVEY GROUP AND REPORTED AS FREQUENT BLOCKS TO PROGRAM DEVELOPMENT IN MORE THAN HALF OF THE COMMUNITIES WERE--IDENTIFYING ADULT NEEDS, TEACHER SHORTAGE, TIME TO ADMINISTER PROGRAM, PUBLICITY PROGRAM, SUPPORT FROM STATE TAX FUNDS, TIME TO SUPERVISE INSTRUCTION, COMPETITION WITH COMMUNITY ACTIVITIES, AND INSERVICE TEACHER TRAINING. STUDY IN INSERVICE AND PRESERVICE LEADERSHIP TRAINING PROGRAMS FOR ADULT EDUCATORS SHOULD CENTER UPON UNDERSTANDING ADULT EDUCATION, KNOWLEDGE OF THE CULTURE AND SOCIAL INSTITUTIONS, AND UNDERSTANDING THE ADULT LEARNING PROCESS.
