LEONARD LUCITO, DIRECTOR OF TRAINING PROGRAMS, BUREAU OF EDUCATION FOR THE HANDICAPPED, CONSIDERS THE RELATIONSHIP OF THE BUREAU TO THE EPDA IN "COORDINATION FOR EFFECTIVE PROGRAMMING."
