SELECTED PORTIONS OF A STUDY, "NEGRO PARTICIPATION IN APPRENTICESHIP PROGRAMS" (VT 004 310) BY F.R. MARSHALL AND V. M. BRIGGS, JR., ARE PRESENTED TO FOSTER ACTION TO AFFORD FULLY EQUAL APPRENTICESHIP OPPORTUNITY. APPRENTICESHIP PROGRAMS IN NEW YORK, PHILADELPHIA, CLEVELAND, PITTSBURGH, CINCINNATI, DETROIT, SAN FRANCISCO-OAKLAND, HOUSTON, ATLANTA, AND WASHINGTON WERE STUDIED THROUGH NUMEROUS INTERVIEWS WITH REPRESENTATIVES OF LABOR, MANAGEMENT, CIVIL RIGHTS GROUPS, GOVERNMENT, EDUCATIONAL ORGANIZATIONS, AND NEGRO YOUTH. THE STUDY CONCLUDED THAT THE INADEQUATE SUPPLY OF NEGROES WHO PRESENTLY WANT TO OR CAN QUALIFY FOR APPRENTICESHIP IS, MORE THAN DISCRIMINATION, THE CHIEF OBSTACLE TO WIDER PARTICIPATION OF NEGROES IN THE 350 APPRENTICEABLE TRADES. OF 21,500 APPRENTICES EMPLOYED ON FEDERALLY SUPPORTED CONSTRUCTION PROJECTS IN 1964, 483 (2.2 PERCENT) WERE NEGRO. DESPITE FEDERAL AND LOCAL LAWS AND REGULATIONS REQUIRING EQUAL OPPORTUNITY, THERE HAVE BEEN NO SIGNIFICANT INCREASES IN THE NUMBER OF NEGRO APPRENTICES. THE GREATEST BARRIER HAS BEEN THE LACK OF MAJOR EFFORTS TO RECRUIT, TRAIN, AND COUNSEL QUALIFIED APPLICANTS. ALSO NEEDED ARE FULL EMPLOYMENT CONDITIONS, INFORMATION DISSEMINATION EFFORTS, AND A VARIETY OF CORRECTIVE MEASURES ON THE PART OF EDUCATORS, EMPLOYERS, UNIONS, CIVIL RIGHTS GROUPS, AND GOVERNMENT. SOME SPECIFIC RECOMMENDATIONS ARE INCLUDED. APPRENTICESHIP INFORMATION SOURCES ARE LISTED.
