THIS EXTENSIVE REPORT DISCUSSES VARIOUS CORRECTIONAL PRACTICES FOR ADULT AND JUVENILE OFFENDERS, AND DESCRIBES POSSIBLE ALTERNATIVES. ALTERNATIVES TO PRETRIAL INCARCERATION OF ADULT OFFENDERS ARE SUPERVISED RELEASE, DAYTIME RELEASE, RELEASE IN THE CUSTODY OF A THIRD PARTY, SUMMONS INSTEAD OF ARREST, AND REVISED BAIL PROCEDURES. ALTERNATIVES TO ACTUAL IMPRISONMENT INCLUDE FINES AND RESTITUTION BY INSTALLMENT, WORK FURLOUGHS, SUSPENDED SENTENCES, PROBATION, AND PLACEMENT IN ADULT RESIDENTIAL CENTERS. AMONG THE PRACTICES DESCRIBED AS SUITABLE FOR THE POST-INCARCERATION PERIOD ARE PAROLE, PRE-RELEASE TRAINING, LOANS FOR RELEASED PRISONERS, UNEMPLOYMENT INSURANCE, AND HALFWAY HOUSES. ALTERNATIVE PRACTICES FOR JUVENILE OFFENDERS INCLUDE NONRESIDENTIAL COMMUNITY PROGRAMS AND RESIDENTIAL GROUP CENTERS IN PLACE OF TOTAL INCARCERATION. THE IMPORTANCE OF PRETRIAL RELEASE OF JUVENILE OFFENDERS IS PARTICULARLY STRESSED.
