THE IMPACT OF NATIONAL DEFENSE EDUCATION ACT TITLE III ON THE INSTRUCTION OF FOREIGN LANGUAGES IN CALIFORNIA PUBLIC JUNIOR COLLEGES.

A QUESTIONNAIRE STUDY WAS DESIGNED TO (1) IDENTIFY AND DESCRIBE NATIONAL DEFENSE EDUCATION ACT (NDEA) FOREIGN LANGUAGE PROJECTS IN CALIFORNIA JUNIOR COLLEGES IN 1963-65, (2) IDENTIFY REASONS FOR CONTINUATION OR DISCONTINUANCE OF SUCH PROJECTS, (3) IDENTIFY FACTORS CONTRIBUTING TO OR HINDERING THE SUCCESS OF THE PROJECTS, AND (4) MAKE RECOMMENDATIONS FOR INCREASING THE VALUE OF THE NDEA TO SUCH PROJECTS. OF THE 37 COLLEGES WHICH HAD INITIATED PROJECTS, 29 PARTICIPATED IN THE STUDY. FINDINGS INCLUDED (1) FOREIGN LANGUAGE INSTRUCTIONAL PROGRAMS WERE CHANGED SUBSTANTIALLY FOLLOWING COMPLETION OF THE PROJECTS, (2) MORE THAN 80 PERCENT OF SUCH CHANGES WERE DUE TO THE NDEA, (3) AVAILABILITY OF FEDERAL MATCHING FUNDS STIMULATED LANGUAGE PROGRAM IMPROVEMENT, (4) COLLEGE SIZE AND WEALTH DO NOT INFLUENCE PROJECT SUCCESS, (5) SUCCESS OF PROJECTS IS RELATED TO PLANNING, FACULTY INVOLVEMENT, ACQUISITION OF EQUIPMENT AND MATERIALS, AND EQUIPMENT MAINTENANCE, (6) PROJECTS WERE NOT EVALUATED BY CONTROLLED RESEARCH, (7) ATTENDANCE RESTRICTION AT INSTITUTES IS UNDESIRABLE, AND (8) THE APPLICATION PROCESS IS UNNECESSARILY COMPLEX.
