OUTLINED IN THIS ARTICLE IS AN APPROACH FOR DETERMINING LEVELS OF INCOME WHICH TYPIFY EQUIVALENT LEVELS OF POVERTY FOR FAMILIES IN DIFFERENT CIRCUMSTANCES. THE INDEX IS CONSTRUCTED WITH DESCRIPTIONS OF SUCH FAMILY CIRCUMSTANCES AS NUMBER AND AGE OF PERSONS AND GEOGRAPHICAL LOCATION. THE INDEX CAN BE USED TO DEFLATE FAMILY INCOME SO THAT IT IS COMPARABLE FOR ALL FAMILIES AND ALSO TO ADJUST THE OFTEN CITED $3,000 PER FAMILY POVERTY LINE TO LOCAL AND FAMILY CIRCUMSTANCES. THE INDEX USES AS ITS MEASURE OF EQUIVALENCE THE SHARE OF FAMILY INCOME DEVOTED TO PARTICULAR CATEGORIES OF CONSUMPTION. THUS, FAMILIES THAT SPEND AN EQUAL FRACTION ON NECESSITIES ARE TAKEN TO BE EQUALLY POOR. BASED ON THIS ASSUMPTION, DIFFERENT FORMS OF THE ENGEL CURVES ARE INVESTIGATED, AND THE METHOD IS APPLIED TO DATA FROM THE 1960 SURVEY OF CONSUMER EXPENDITURES.
