THE DEVELOPMENT OF A BILINGUAL PROGRAM IN PUBLIC SCHOOLS IS A PUBLIC PRIVILEGE AND RESPONSIBILITY. THE LANGUAGE TEACHERS, SPECIALISTS, AND ADMINISTRATORS HAVE THE INITIAL RESPONSIBILITY, WITH THE SCHOOL BOARD BEING FULLY ACCOUNTABLE TO THE GENERAL PUBLIC. THE FIRST STEP IN THE PROGRAM'S DEVELOPMENT SHOULD BE THAT OF STATING GENERAL OBJECTIVES, OF WHICH THERE SHOULD BE THREE--SKILL IN TWO TONGUES, SATISFACTORY LEARNING IN ALL SUBJECTS, AND PERSONAL DEVELOPMENT. STUDENTS OF DIFFERENT LANGUAGE BACKGROUNDS SHOULD BE INTEGRATED FOR BEST RESULTS WITH BILINGUAL PROGRAMS. A SELECTED BIBLIOGRAPHY IS INCLUDED, AS WELL AS A LIST OF MATERIALS WHICH ARE IN USE OR UNDER CONSIDERATION IN THE BILINGUAL PROGRAM IN LAREDO, TEXAS.
