IN PHASE II OF THE DEPARTMENT OF DEFENSE (DOD) SURVEY TO FIND OUT HOW SCIENTISTS AND ENGINEERS IN GOVERNMENT AND INDUSTRIAL RESEARCH, DEVELOPMENT, AND PRODUCTION ACTIVITIES ACQUIRE INFORMATION, SCIENTIFIC PERSONNEL IN THE DEFENSE INDUSTRY WERE INTERVIEWED TO DETERMINE THEIR INFORMATION NEEDS AND THE FLOW OF INFORMATION INHERENT IN SATISFYING THESE NEEDS. VOLUME II OF THE FINAL REPORT DESCRIBES THE TECHNICAL APPROACH, FINDINGS, AND RECOMMENDATIONS OF THE STUDY. PART A CONTAINS THE ESSENCE OF PHASE II, INCLUDING DISCUSSIONS OF (1) THE DEVELOPMENT, INTERPRETATION, AND USE OF THE INTERVIEW GUIDE, (2) INTERVIEWER TRAINING, SURVEY PLANNING, AND DATA COLLECTION AND PRE-PROCESSING, (3) THE ANALYSIS IN TERMS OF FREQUENCY DISTRIBUTIONS, AND (4) THE ANALYSIS CYCLE OF TRANSFORMING QUALITATIVE QUESTION RESPONSES INTO NUMERICAL FORM, CONSTRUCTING AND ESTIMATING MODELS TO SHOW THE RELATIONSHIPS AMONG QUESTIONS, AND THEN TRANSFORMING THE NUMERICAL RELATIONSHIP RESULTS BACK TO QUALITATIVE FORM. ALSO REPORTED IN THIS SECTION ARE THE FINDINGS REGARDING FREQUENCY DISTRIBUTION, SIGNIFICANT RELATIONSHIPS AND INPUT-OUTPUT FACTORS WITHIN THE FLOW PROCESS, THE COMPARISON OF PHASES I AND II, AND THE RECOMMENDATIONS RESULTING FROM THE STUDY.
