THE PROGRAM EMPHASIZED THE DEVELOPMENT OF EDUCATIONAL FACILITIES WHICH WOULD--(1) MAINTAIN CULTURAL CONTINUITY, (2) COPE WITH THE PHYSICAL ENVIRONMENT, AND (3) PROVIDE FOR AN EDUCATIONAL TELEVISION ORIENTED CURRICULUM.
