COMMUNITY DECISION MAKERS ARE INCREASINGLY TURNING TO UNIVERSITIES FOR LEADERSHIP TRAINING. THE TRADITIONAL PROGRAMS--GROUP DYNAMICS, LIBERAL EDUCATION, AND ECONOMIC EDUCATION--ARE DISCUSSED AND CONTRASTED WITH A PROGRAM CONDUCTED AT THE UNIVERSITY OF CALIFORNIA, BERKELEY, FOR ADMINISTRATIVE PERSONNEL OF THE CALIFORNIA STATE DEPARTMENT OF EMPLOYMENT, THE "CORWELL PROJECT." PARTICIPANTS IN A LABORATORY SITUATION USED THE SCIENTIFIC METHOD IN ATTACKING PROBLEMS, IN THIS CASE THE REORGANIZATION OF THE CORWELL OFFICE OF THE DEPARTMENT OF EMPLOYMENT. THE APPLICATION OF THE PRINCIPLE OF INSTRUMENTALISM OR PRAGMATISM TO OTHER LEADERSHIP GROUPS IS DESCRIBED--THE DEVELOPMENT OF UNDERSTANDING OF MAN, NATURE, AND SOCIETY, KNOWLEDGE OF TRENDS AND DEVELOPMENT OF THE TIME, THE ACQUISITION OF SCIENTIFIC HABITS OF THOUGHT AND ACTION, ALL FOCUSED ON AN AREA OF COMMUNITY NEED. THE NATURE OF CYBERNATION, ITS ECONOMIC, POLITICAL, AND SOCIAL IMPLICATIONS AND ITS IMPACT UPON THE VALUES OF FREEDOM AND INDIVIDUALISM AND OUR CONCEPT OF SELF-INTEREST ARE EXAMINED. HOW A RECONSTRUCTION OF EDUCATION CAN ENABLE LEADERS TO ACCEPT THE RESPONSIBILITIES OF THE AGE OF CYBERNATION AND HYPOTHESES FOR LEADERSHIP ARE CONSIDERED.
