PROJECT UPLIFT--REFLECTIONS ON A QUIET SUMMER.

PROJECT UPLIFT WAS ESTABLISHED IN THE SUMMER OF 1965 IN HARLEM IN PART TO AVOID POSSIBLE RIOTS. CONNECTED WITH HARYOU-ACT, AND FUNDED THROUGH THE OFFICE OF ECONOMIC OPPORTUNITY, THE PROJECT'S ACTIVITIES INCLUDED--CONSTRUCTION OF VEST POCKET PARKS, PLANTING OF TREES IN CENTRAL HARLEM, A REMEDIAL READING PROGRAM, BOOTHS TO GIVE INFORMATION ABOUT AVAILABLE SOCIAL SERVICES, IDENTIFICATION OF HISTORICAL LANDMARKS AND THEIR INCLUSION IN GUIDED TOURS FOR DAY CAMP CHILDREN, AN EMERGENCY HOMEMAKER SERVICE, A BUILDING REPAIR PROGRAM, AND DAY CAMPS AND ATHLETIC WORKSHOPS. SPECIAL PROGRAMS, INCLUDING A THEATRE PROJECT DIRECTED BY LEROI JONES, WERE ALSO DEVISED. THEIR AIM WAS TO CHANGE PARTICIPATING YOUTH AND THE HARLEM COMMUNITY THROUGH DEVELOPMENT OF A MORE POSITIVE SELF-IMAGE. IT WAS HOPED THAT THE PROGRAMS WOULD DEVELOP BETTER RESPONSIVENESS TO DIRECTION AND STRENGTHEN LOCAL HARLEM ORGANIZATIONS THROUGH THE INFLUX OF MANPOWER, SUPPLIES, AND EQUIPMENT. IN TERMS OF ACHIEVING BOTH PROGRAM AND CHANGE OBJECTIVES THE PROJECT WAS A FAILURE. THERE WAS NOT A LONG ENOUGH PLANNING PERIOD, AND A DELAY IN PURCHASING AND DISTRIBUTING URGENTLY NEEDED SUPPLIES AND EQUIPMENT LIMITED THE PROJECT. PAYROLL DELAYS AND INACCURACIES CAUSED MORALE PROBLEMS, AND THE RELATIONSHIP WITH HARYOU-ACT WAS CONFUSING. ALSO NO EFFORT WAS MADE TO DIRECT ENROLLEES TO OTHER AGENCIES AT THE END OF THE SUMMER. THE COMMUNITY'S CRUCIAL PROBLEMS--A LACK OF PERMANENT EDUCATIONAL OPPORTUNITY AND THE UNAVAILABILITY OF JOBS--WERE NEVER ATTACKED AT ALL.
