IN AN EFFORT TO DOCUMENT TEXAS' PROGRESS IN THE FIELD OF BILINGUAL EDUCATION, THIS REPORT DISCUSSES LOCAL AND STATE PROGRAMS ESTABLISHED PRIMARILY FOR NON-ENGLISH SPEAKING STUDENTS. NINE LOCAL PROGRAMS (MAINLY ELEMENTARY) ARE DESCRIBED WHICH RANGE IN METHODOLOGY FROM ALL-ENGLISH TO ALL-SPANISH INSTRUCTION. CONTRIBUTIONS AT THE STATE LEVEL INCLUDE DEVELOPMENT OF BILINGUAL CURRICULUM MATERIALS (ENGLISH, SPANISH, AND FRENCH), INCORPORATION OF A PERMISSIVE ACCREDITATION STANDARD WHICH PERMITS SCHOOLS TO ESTABLISH BILINGUAL INSTRUCTION, DEVELOPMENT OF A BULLETIN FOR THE TEACHING OF SPANISH TO SPANISH-SPEAKING SECONDARY STUDENTS, AND SPONSORSHIP OF PROGRAMS FOR TRAINING EDUCATORS TO WORK WITH MIGRANT CHILDREN.
